Denmark will expand its child protection certificate system to include convictions for violence against children. The government announced this change as part of a new action plan against domestic violence.

Justice Minister Peter Hummelgaard revealed the expanded measures today. He shared that he personally grew up in a home marked by violence and threats.

Between every fifth and sixth child in Denmark grows up in homes experiencing some form of violence, according to official statistics. The justice minister emphasized this troubling reality during the announcement.

Since 2005, organizations working with children have been legally required to obtain child protection certificates before hiring staff. This includes sports clubs, scout groups, and daycare centers employing people who work with children under 15.

Currently, these certificates only show convictions for sexual offenses against children and certain terrorism provisions. The government now plans to expand this coverage significantly.

The expanded certificates will include convictions for physical and psychological violence against children under 15. They will also cover what authorities term 'negative social control' offenses.

This addition specifically aims to help children from non-Western immigrant backgrounds, officials noted. The justice minister acknowledged that violence occurs across all social classes but happens more frequently in some non-Western families.

New covered offenses will include forcing children to wear niqabs or burkas, forced marriages, and so-called 're-education trips.' Honor-related violence convictions will also appear on the certificates.

The justice minister provided a concrete example from a recent case. A father whipped his daughter with a cord and struck her feet for wearing jeans or walking home from school with a boy. Such convictions would now block someone from working with children for many years.

Child protection certificates remain valid for at least ten years after conviction. Expanding the system doesn't require new legislation, allowing for quicker implementation.

The Conservative party had previously pushed for including violence in child certificates. Prime Minister Mette Frederiksen had responded that she instinctively agreed violence should be included.

Children's welfare organization Børns Vilkår expressed strong support for the changes. Director Rasmus Kjeldahl said this would help ensure people working with children have clean records regarding violence and social control.

He also suggested the expanded certificates might have a preventive effect. Potential offenders might think twice knowing violence could impact their future career prospects.

The government will present its complete action plan against child and domestic violence later today. This certificate expansion forms just one part of broader protective measures.

While well-intentioned, this policy faces practical implementation challenges. Authorities must ensure accurate recording and fair application across Denmark's diverse communities.
