Espoo city manager Kai Mykkänen has ordered an external special audit of the city’s building control operations following widespread criticism from construction professionals. According to Helsingin Sanomat, numerous industry insiders described Espoo’s building control as Finland’s strictest and noted its reputation as a difficult partner nationwide. Mykkänen confirmed he has heard ongoing concerns throughout his year in office about fairness and professionalism in the department. The audit will examine three key issues: whether Espoo’s practices differ unreasonably from other Finnish cities, if customer service quality varies too much depending on the staff involved, and whether any interactions have been inappropriate or unprofessional. Mykkänen emphasized that while the city already monitors processing times and customer satisfaction scores, recent allegations are serious enough to require faster, independent scrutiny. “We must ensure construction remains safe and Espoo stays attractive,” he said. “If builders start avoiding us due to perceptions of unfair treatment, we must act.” The city’s own external audit unit will conduct interviews with both building control staff and clients. The investigation launches next week and is expected to conclude later this year. Mykkänen stressed the need for impartiality, stating strong claims alone aren’t grounds for action.
