Military products requiring export licenses include weapons, vehicles, explosives, and specialized software. Finland's Defense Ministry grants these permits only when they align with foreign and security policy and don't endanger national security. Authorities also require reliable documentation about end-users and intended purposes.

Most export licenses went to European Union member states. Sweden received the single largest authorization for armored vehicles valued at 461.7 million euros. The Middle East also saw increased Finnish defense exports, with Israel receiving licenses worth 16.8 million euros primarily for software components in air defense systems and drone surveillance technology.

A notable development involves the Defense Ministry beginning to classify certain export licenses. These classified permits conceal information about exporters, end-users, and product specifications. Officials justify this secrecy by citing business confidentiality concerns and potential harm to Finland's international relations.

The classification practice began during former Prime Minister Sanna Marin's administration. One known recipient of classified export licenses is the Israeli Guard security force, which obtained approval for alarm systems and related equipment.

This transparency reduction contrasts with Finland's traditional approach to arms exports. Export licenses have historically been public documents accessible through information requests. The shift toward secrecy raises questions about accountability in a sector with significant geopolitical implications.

Finnish defense exports operate within strict regulatory frameworks. Each license requires approval from either the Government Council or Defense Ministry.
