A major rockslide occurred Sunday afternoon behind student housing blocks in Oslo. Two large boulders stopped just before hitting the building. Between 300 and 400 residents remain evacuated due to ongoing landslide risks.

Consultants identified the danger fifteen years before this incident. Multiconsult's 2009 risk assessment concluded rockfalls were "very likely" and larger landslides "probable." Their report warned consequences could be "dangerous" and potentially cause up to five deaths.

The risk analysis noted falling rocks could hit pedestrians, damage bicycles or cars on pathways, and potentially strike the residential building itself. Consultants colored the risk red but said it could be reduced to yellow with safety measures like rock bolting or support structures.

Student welfare organization SiO says they implemented all recommended safety measures. Their communications advisor stated they removed loose rocks, installed safety nets, and mounted rock bolts during 2011 construction work. Additional securing work occurred in 2015 and 2016.

Oslo municipality received a concern report about accumulated rocks in the hillside in 2021. SiO responded the next day by clearing loose masses and has conducted regular visual inspections since. Their last inspection found no need for special cleanup since 2022.

The managing director of SiO acknowledged they followed expert recommendations but said they now need better geological assessment of further landslide risks. This incident raises questions about whether safety measures adequately addressed the long-identified dangers near residential areas.

Landslide risks in Norwegian terrain require continuous monitoring and adaptation of safety protocols as conditions change.
