The analysis compared Östersund's project costs with four similar water plant constructions across Sweden. Three comparable projects cost significantly less at around 15,000 kronor per person. Östersund's costs reach approximately 20,000 kronor per resident.

Consultants identified several factors that drove up construction expenses. They advised the municipality to avoid rushing decisions in future projects. Their report recommends completing full investigations and cost assessments before beginning construction.

The review suggests Östersund should establish clearer decision-making processes for major infrastructure projects. This marks the second examination of the controversial water plant construction.

Local taxpayers will ultimately bear the higher-than-average costs for this essential infrastructure. The project continues despite concerns about budget management and planning procedures.
