Used apartment prices in Finland fell 2.2% in September compared with a year earlier, but rose about 1% from August, according to preliminary data from Statistics Finland published on Wednesday, according to kauppalehti.fi, Keskisuomalainen and Yle.

It is the first time this year that prices have risen by at least 1% from the previous month, both nationwide and in the large cities. In the big cities, prices were down 1.8% year-on-year, the smallest decline so far this year. Prices fell in every large city except Oulu, where they rose 2% from last September.

In Turku, prices dropped 3.6% from a year earlier, Kauppalehti reported. Nationwide, block apartment prices fell 3% and row house prices were down 0.3% year-on-year.

"Compared with a year ago, prices in the large cities fell only 1.8% in September, the least during the current year," said Elina Peltoniemi, senior statistician at Statistics Finland, in a statement.

Housing sales have not yet picked up. Estate agents brokered 12.8% fewer deals on used block and row house apartments in September than a year earlier, and sales in the whole third quarter were more than a tenth below last year's level.

Pellervo Economic Research noted that prices in both Tampere and Helsinki have risen for several months and are now higher than at the start of the year.

"September was a good month from the point of view of both prices and sales volumes. Consumer confidence is still weak, so the continuation of the positive development is uncertain. One good month does not yet mean a permanent change of direction in the housing market, but it can give a cautious promise of better," said senior economist Veera Holappa in a statement.
