Pohde, the North Ostrobothnia wellbeing services county, has restarted the procurement competition for temporary facilities at Oulu University Hospital, where indoor air problems in the old parts of the building pose a risk of interrupting some hospital services, Yle reported.
The previous temporary facilities procurement was halted in August, after a complaint was filed with the Market Court over the planned 33 million euro element hospital. According to Pohde's regional board, the interruption was caused by deficiencies identified in the tender request and by operational needs that changed during the procurement.
The regional board decided on Tuesday to launch an open procurement competition for the interim premises, following renewed preparation of the purchase. The selection criterion is the tender with the best price-quality ratio.
The roughly 2,700 square metre facilities are planned for the kidney and dialysis unit, the dermatology outpatient clinic and the internal medicine and pulmonary outpatient clinics. They will be built as modular structures so they can be moved away once the need ends, and are to be placed next to the university hospital at Aapistie 8.
The new Oulu University Hospital has been under construction since the turn of the decade, but premises completed in the 1970s are still in use. The interim solution is intended to secure the safe continuation of specialised healthcare until the C building is completed in 2031. Pohde will lease the building from a financing company for 15 years, after which it will take ownership of the modular building for a pre-agreed sum.
