Police and fire services cordoned off part of central Oslo and evacuated an adjacent building on 26 October after a tower crane at Strandgata 19 in the Sentrum area tilted.
The Oslo Police District said the crane had shifted into a skewed position, increasing the risk that it could collapse.
Police said they were in dialogue with the responsible contractor at the scene.
